The U.S. Export Administration Regulations (EAR) impose systematic and stringent controls on the export of items. Determining the Export Control Classification Number (“ECCN”) of a product is the foundation for companies to achieve export control compliance, and all subsequent compliance efforts are built around the product’s ECCN. However, the U.S. Commerce Control List (“CCL”) is very complex, difficult to access and costly to obtain, so how to identify a product’s ECCN has long been a problem for companies.
For the very purpose, Wolters Kluwer introduces a new product [ECCN Search] tool. This tool allows all users to easily search for and identify a product’s ECCN and gain full knowledge of the provisions related to the U.S. CCL as well as other relevant export control information, solving the problem that the CCL is complex and difficult to access.
The [ECCN Search] will work in conjunction with the [Control List Search] tool to assist companies in every way possible in building their corporate compliance systems and preventing the risk of penalties in a cost-effective manner.
Chinese companies currently face the following challenges in identifying ECCN:
- Difficulty in accessing the CCL: As the list is issued by the U.S. Department of Commerce, Bureau of Industry and Security, it is costly for Chinese companies to obtain the latest version of the list;
- The CCL itself is complicated and difficult to understand: The complete CCL is more than 500 pages long and written in English, with many obscure and difficult terms and terminology, making it difficult for Chinese companies to understand the specific regulations and control requirements therein;
