Calvin Cheuk

Calvin is a barrister, arbitrator and mediator at Des Voeux Chambers. He was called to the Hong Kong Bar in 2005, after obtaining First Class Honours in both architecture and law at the University of Hong Kong, and the Bachelor of Civil Law at the University of Oxford. His practice covers a broad range of areas, with special emphasis on construction, commercial and arbitration matters. He is the Chairman of the Construction Law Committee of the Hong Kong Bar Association, the former Chairman of the Society of Construction Law Hong Kong, and a Fellow of the Hong Kong Institute of Arbitrators. He was appointed Deputy High Court Judge (Non-refoulement Claims) in 2025, and Deputy District Judge in 2018, 2021, 2022 and 2025. Apart from this book, Calvin is the author of Halsbury’s Laws of Hong Kong (2025) vol 6, Building and Construction, a co-author of the book The Commission of Inquiry in Hong Kong, a former Contributing Editor of Hong Kong Construction Law, and a former Consultant Editor of the Hong Kong

 

Kaiser Leung

Kaiser joined Des Voeux Chambers as a practising barrister in 2015 with a predominantly construction law practice after obtaining his LLB and LLM degrees (First Class Honours in both) from the University of Durham and the University of Cambridge respectively. He regularly acts in disputes arising from large infrastructure and construction projects, including sub-sea tunnel, railway, airport, university campus, and commercial and residential developments. His notable cases include acting as junior counsel for MTRCL in the Commission of Inquiry into the Construction Works at and near the Hung Hom Station Extension under the Shatin to Central Link Project, which was one of the most high profile and significant construction matters in Hong Kong in recent years. On top of his private practice, Kaiser has delivered numerous seminars on various topical construction issues and has written widely as contributing author/editor for practitioners’ texts, including Hong Kong Civil Procedure, Bullen & Leake & Jacob’s Hong Kong Precedents of Pleadings and Halsbury’s Laws of Hong Kong – Arbitration. He was also one of the authors of the Adjudication Handbook published by the Society of Construction Law Hong Kong.  

 

Charlie Liu

Charlie is a practising barrister at Des Voeux Chambers. He obtained his LLB degree from the University of Hong Kong, graduating first in class with numerous academic prizes and scholarships, and spent a year as a visiting student at the University of Cambridge. He further obtained his BCL degree with distinctions in all subjects from the University of Oxford, ranking first in class in Advanced Property and Trusts and Comparative Corporate Law. His practice encompasses a broad spectrum of civil and commercial matters, including company and insolvency law, commercial disputes, public law, employment law, construction law, competition law, and conflict of laws. Since being called to the Bar, he has appeared as sole advocate and as led junior, regularly advising and representing government departments, public bodies, financial institutions and listed companies. He is also an active arbitration practitioner, frequently acting as counsel in international arbitrations. Alongside his private practice, he serves as a part-time lecturer at the University of Hong Kong, where he teaches contract law, commercial law, and company law.
