YA Tuan Teo Say Eng KMN, AMN is currently the honourable Judicial Commissioner of the High Court of Malaya at Taiping, Perak. Before his current appointment, he was a Chairman of the Industrial Court of Malaysia. His illustrious career with the Government includes his position as the Judge Advocate General in the Ministry of Defence, Malaysia, a Magistrate, Sessions Court Judge, Research Officer, Deputy Registrar of Supreme Court, Senior Deputy Public Prosecutor, Head of the Prosecution Unit, Johor and Head of the Appeals Unit in the Attorney General's Chambers.

The author's passion for the law is reflected as the holder of a double Masters (LL.M) from the National University of Singapore and the University of London as well as the author of several other publications which have been well received by the legal fraternity in Malaysia, such as; A Handbook on Criminal Prosecution in the Subordinate Courts,3rd Edition, 2006; Pendakwaan Dalam Mahkamah Rendah 2004; Malaysian Criminal Litigation Manual 2004 and Military Legal Proceedings in Malaysia.
