Deborah Upton: Deborah Upton is the Chief Legal Officer for Medway Council, a unitary authority in Kent. She has worked for over twenty years in local government, and is a project examiner for the Diploma in Local Government Law.

Stephen Taylor: Stephen Taylor is the Director of Law and Corporate Governance, and Monitoring Officer, of Swindon Borough Council.
