The Licensing Act 2003 is a radical departure from the previous regime under the 1964 Act. From November 2005, the Act introduced a new system of licences to be administered by local authorities rather than the magistrates' courts.

About the Author

Tim Hayden is a solicitor-advocate and partner at Clarke Willmott solicitors specialising in licensing for a wide range of clients. Tim was a contributor to the Conveyancing Handbook, 12th edition (Law Society, 2005) on liquor licensing issues.

Jane Hanney works in the food and drink sector at Clarke Willmott solicitors specialising in food law and licensing. Jane is a member of the Law Society Food Law Group, an Associate Member of the Chartered Institute of Environmental Health.
