This timely book examines the compatibility of procurement from parallel framework agreements with EU public procurement law and principles. Addressing the gap in the legislation, Magdalena Socha combines doctrinal research with empirical legal study, supplementing her expert analysis with illustrative examples from national practice.

Procurement from parallel framework agreements involves simultaneous purchasing from multiple framework agreements covering the same or overlapping subject matter. Directive 2014/24/EU neither explicitly permits nor prohibits this practice and to date the issue has not been widely explored, this book provides original analysis on this much overlooked area of procurement law. Chapters analyse the conditions under which contracting authorities can benefit from simultaneous access to parallel framework agreements while adhering to the principles of transparency and equal treatment. The book critically appraises the legal barriers limiting procurement from parallel framework agreements, which may arise from the protection of legitimate expectations, the principle of competition and elements of contract law. In light of the upcoming revision of Directive 2014/24/EU Socha also proposes changes to the current rules on framework agreements.
