Butler is the John Edward Fowler Distinguished Professor of Law, Dickinson Law, Pennsylvania State University; Emeritus Professor of Comparative Law, University College London; Academician, National Academy of Sciences of Ukraine and National Academy of Legal Sciences of Ukraine; Associate, International Academy of Comparative Law. He has published a number of works on the legal systems of Central Asia, including translations of the civil codes of Kazakhstan, Turkmenistan, and Uzbekistan.
