Lawrence Bogard

Lawrence Bogard practices in the Washington, D.C. office of Neville Peterson LLP. He joined the firm in 1998. Prior to entering private practice in 1980, Mr. Bogard served as an attorney specializing in the U.S. antidumping and countervailing duty laws at the U.S. Customs Service and the U.S. Commerce Department. He is an experienced practitioner before the administrative agencies responsible for the tariff and trade laws, particularly those involving remedies for unfair trade practices. Mr. Bogard’s practice focuses on federal regulation of international trade. He has represented a variety of clients in proceedings before the U.S. Department of Commerce, the U.S. International Trade Commission, and the U.S. Trade Representative’s Office. He frequently counsels clients on the impact of the U.S. trade regulation on international business planning. Mr. Bogard represents clients in litigation before the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit. He represented the prevailing party in cases resolving such issues of U.S. antidumping law as the proper standard for analyzing injury caused by concurrent unfairly traded imports from multiple countries and the standing of petitioners to seek remedies under the antidumping laws, as well as seminal issues defining the ‘‘transferability’’ of subsidies in ‘‘change of ownership’’ situations, so-called ‘‘targeted’’ dumping, and price adjustments in related party transactions under the Uruguay Round Agreements Act. He is a member of the Roster of U.S. individuals eligible to serve on Bi-National Dispute Panels under Chapter 19 of the North American Free Trade Agreement and has served on three such panels, chairing two of them. Mr. Bogard earned his J.D. from Georgetown University in 1977 and his A.B. from Vassar College in 1974.
