In addition the Criminal Justice Act 2003 has introduced a new sentencing regime. Other changes include the introduction of the National Offender Management Service and the Bichard Inquiry made recommendations concerning the recording of criminal intelligence and the consequences of failures by police in the recording, retention and disclosure of relevant information.
